The BBL interconnector will become part of the TTF market area
 

Dear Sir/Madam,

We are pleased to announce that BBL Company and Gasunie Transport Services intend to integrate their transport systems into an enlarged TTF market area as of 1 January 2018. The enlarged TTF market area will encompass a virtual trading zone and two sets of balancing rules (BBLC and GTS), each operated by either BBLC or GTS within its own regulatory framework.

As a consequence of the integration, interconnection point Julianadorp will disappear as a commercial networkpoint, making it more attractive to transport gas between the two most liquid gas market places in Europe: NBP and TTF. This leads to an increase of arbitrage opportunities for TTF-NBP and NBP-TTF. The integration has additional benefits for the market such as the possibility for BBL shippers to trade on the TTF directly from their BBL shipper portfolio, a significant increase of flexibility for shippers on the Dutch market and a simplified licensing procedure.

Consultation
BBLC and GTS will both organise a consultation on the integration from Tuesday 9 May until Tuesday 9 June. We would like to point out the distinction between BBLC and GTS regarding the obligation to consult the market: due to the amendment of the General Terms & Conditions of BBLC, BBLC has an obligation to consult. For GTS consultation is not mandatory. Nonetheless, GTS would like to give interested parties the opportunity to respond to the proposed integration.

On 9 May, an e-mail will be sent to BBLC and GTS shippers to inform them about the start of the consultation and the publication of the following documents on both the BBL-website and the GTS-website: i) a consultation letter ii) a cost-benefit analysis of the integration by Pöyry Management Consulting iii) a technical/operational information document. In addition, the amended BBL General Terms & Conditions will be issued on the BBL website.

During the consultation period, BBLC and GTS organise a joint workshop to present and explain the intended integration and to give you the opportunity to ask questions or to respond to the proposals. We kindly invite you to the workshop on Tuesday 23 May at Van der Valk Hotel Schiphol A4 in Hoofddorp, the Netherlands.

The plenary session will start at 12:00 CET and will end at 16:00 CET, lunch is included. Agenda topics for the plenary session include:

  • Q&A
  • Way forward

During lunch you will be given the opportunity to consult our team of specialists on relevant topics. Please indicate on your registration form whether you would like to make use of this opportunity and what you would like to discuss.
