National governments grant exemption

On 8 April 2005, the Dutch and British governments have formally granted BBL Company exemption from the requirement to offer access on the basis of regulated
tariffs. The BBL already received assurances from the national authorities as
well as the European Commission that the BBL would be eligible for an exemption
on which the investment decision is based. The decisions are jointly handed to
the European Commission.
