The environmental implications of building the BBL have been studied and reported in an EIA (Environmental Impact Assessment). One EIA is drawn for the whole project which consists of two parts: a Dutch part and a British part. The division is at the border of the Dutch and British Continental Shelf. On 3 December 2004, the EIA Committee issued its recommendations for the Dutch part of the EIA to the State Secretary for Transport, Public Works and Water Management. The Committee takes the view that the EIA contains the essential information about the BBL project. In the words of the Committee: 'There is a concise summary in which the most important information about the project is clearly set out. The EIA is sound, contains a lot of information and its clear line of reasoning makes it very accessible'. The EIA for the BBL began with an inception memorandum, which was published on 17 September 2003. Interested parties were given the opportunity to comment on the EIA during the customary public participation periods.The British part of the EIA was approved in June 2006.
